Global Operation Restrictions let administrators decide what users can or can not do under the four main tabs; "My Folder", "Public Network Folders" and "Shared Folders". The administrator can control the user's abilities with toggling on/off each setting under Management Panel > User/Group Management > Global Operation Restrictions
