Administrators can set user/ group based,IP or Request Source based restrictions . The administrator is able to add a new policy under Management Panel > Security > Policy Settings > Add New Policy > Policy Rules, also Policy Filters tab is going to add filters to associated rules.

If there are two rules on the same scope, the rule on the bottom will take precedence.

If IP is to be used as a policy filter, the rule can be applied to those other than that IP by adding a ^ sign to the beginning of the IP.
